Event Description

Fred Hedberg will co-present the program "Expansion of the False Claims Act in Connecticut to Public Construction" as part of the Connecticut Bar Association Construction Law Section meeting. On June 26, 2023, Governor Lamont signed Public Act No. 23-129, an Act Concerning Liability for False and Fraudulent Claims, extending the existing Connecticut False Claims Act to publicly funded construction projects, and opening the door for the initiation of civil actions for damages and penalties for false claims in almost any context involving state funds. PA 23-129 became effective on July 1, 2023.

Topics will include:

  • Legislative history of PA 23-129
  • Overview of the False Claims Act and its applicability to construction projects
  • Key concepts and grounds for liability
  • Bringing and enforcing actions under the Act
  • Lessons learned from Federal and other State cases
  • Attorney General’s perspective on enforcement and settlement of claims
  • Recommendations

Fred currently serves as the Section's Legislative Liaison and is a member of the Executive Committee.
